The Board of Governors of the U.S. Postal Service has named James C. Miller III of Virginia chairman and Alan C. Kessler vice chairman for 2005.
Miller, a former director of the U.S. Office of Management and Budget, was named to the BOG in April 2003. He currently serves as chairman of The CapAnalysis Group, an economic, financial and regulatory consulting firm.
Kessler is a Philadelphia attorney and partner in the firm of Wolf, Block, Schorr and Solis-Cohen, LLP. He was named to the BOG in Nov. 2000.
The BOG made these moves at its monthly meeting Tues. Jan 11.
In other action, the BOG:
* Approved a Postal Rate Commission recommendation for a one-year test of “Repositionable Notes, ” or self-adhesive 3-inch-by-3-inch paper with messages attached to mail. The board approved the test implementation date of April 3.
*Authorized funding for site acquisition, design, and construction of a 428,951 square-foot Processing and Distribution Center for southern Maine and the renovation of the existing facility to serve as the Portland Main Post Office.
* Adopted a resolution raising the capital funding level for projects requiring their approval from $10 million to $25 million. The lower level had been adopted in 1986.
