Royal Mail US Inc., New York, a subsidiary of the British Post Office, named David Walker president, effective Feb. 11. He had been director of the Branded Markets Business Centre of Post Office Counters Ltd., the retail branch of the British Post Office. His predecessor, Chris Powell, has been promoted to a position in Global Sales Development for Royal Mail International, London.

OgilvyOne Worldwide has opened an office in Tokyo, with Midori Kaneko as managing director. The Japanese branch is the agency’s 69th. In addition to servicing such clients as Nestle, American Express and IBM, OgilvyOne will handle local accounts. Its first such account is The TKG Group.

Infinite Outsource selected DMW Worldwide/Boston to develop direct response fundraising campaigns for 11 public broadcasting stations in Florida. DMW already represents some 50 stations and claims to raise an average of $20 million for its not-for-profit clients.

Apparel retailer and cataloger Talbots has selected BDS, Glostonbury, CT, to assist in the development of a catalog order-entry application for the catalog business. The development of the system will take place at Talbots’ systems center in Tampa, FL. BDS develops data warehousing and online transaction processing systems.
