As anticipated, the U.S. Postal Service’s Board of Governors yesterday replaced the postage-plus handling fee for the postal service’s Bulk Parcel Return service with a flat fee of $1.75 for each parcel of Standard A Mail being returned as unwanted by the recipient or undeliverable.
The new fee schedule for the service, used mostly by hosiery, book, record, audio and video tape continuity mailers, goes into effect on Oct. 3.
At the same time postal governors also authorized the USPS to seek Postal Rate Commission endorsement for a proposed experimental two-year service that would allow catalogs to ride-along with pollybagged magazines at a special reduced-rate of 10 cents per piece.
Maximum weight for the ride-along catalog would be 3.3 ounces and could not exceed the weight and shape of the host periodical.
