The U.S. Postal Service is offering its customers electronic billing and payment. The new service, called USPS eBillPay, is part of an agreement with CheckFree Corp. and YourAccounts.com, a division of Output Technology Solutions. The new service may be challenged before the Postal Rate Commission on such issues as whether or not it is a postal service as defined by the Postal Reorganization Act of 1970.
