The Iowa Motor Vehicle Division plans to test an insert program in March.
Up to two inserts will be included in 40,000 monthly motor renewal notices mailed to drivers in Dubuque, Linn and Polk counties. Stanton Direct Marketing Inc., the manager of the program anticipates that additional counties will be added in coming months.
The average age of recipients is 36. Currently 87% of the target market is married and 67% own homes and 27% have children at home.
