AT&T Attributes Billing Complaints to Systems Issues, Not Malicious Marketing

The Massachusetts Department of Telecommunications and Energy has made inquiries into whether AT&T sent bills to non-customers, and then tried to sell these customers services when they called to complain, according to a published account.

The Department has received more than 30 complaints since January from either former or non-customers, according to one report. It has not yet launched a formal investigation.
