In what is seen as the first such effort in the country, Meiji Life Insurance Co. has tied up with Cecile Co., Japan’s largest mail order service firm, to sell insurance policies via Cecile’s mail order. This development signals a shift from conventional and more expensive door-to-door selling.

Freestanding insert marketer Valassis Communications Inc., based in Livonia, MI, has completed a three-phase strategic debt restructuring plan to lower annual interest expenses and improve its capital structure.

Wunderman Cato Johnson, a division of Young & Rubicam Inc., New York, appointed Steven J. Silver as executive vice president business development for WCJ Worldwide. Silver was also named president of Capital Consulting & Research (CCR), a management consulting unit of WCJ. Silver had been a partner at Booz Allen & Hamilton.

Infomercial producer National Media Corp. is changing its name to E4L Inc, contingent on approval of shareholders of record on Jan. 21. A tentative meeting date for shareholders is set for Feb. 25 in Los Angeles.
