Consumer Watchdog, Howard Beales, to Leave FTC

J. Howard Beales, the director of the bureau of consumer protection for the Federal Trade Commission, will leave his post Aug. 6 to return to academic life as associate professor of strategic management and public policy at George Washington University.

He had been a key driver in creating and implementing the national Do-Not-Call registry and helped develop rules to implement the CAN-SPAM Act.

Beales has held the post since June 2001. He is credited with strengthening consumer protections in privacy, telemarketing and identity theft. He has attacked fraud and deception and implemented numerous consumer education programs.

Under his direction, the agency filed 258 federal district court cases and obtained court orders for $1.3 billion in consumer redress.

Lydia B. Parnes, deputy director of the consumer protection bureau, has been named acting director to assume Beales’ responsibilities.
