Congress Lays Down Law on Black-Market Phone Records

The House Judiciary Committee has agreed to criminalize the solicitation or sale of online black market telephone records.

The proposed bill, approved for submission last Thursday, would set a maximum prison term of 20 years for attempting to obtain confidential phone records through such frauds as assuming the identity of a real customer.

The bill also sets a maximum five-year imprisonment for Web operators selling or transferring confidential phone records without authorization. Those buying the records could also face five years of jail time.
